The union is challenging the FAA on sound grounds , claim that the FAA ’s change in insurance policy required a “ stately rule - making summons ” , whereas the FAA articulate that it only want to issue updated guidance . Despite that quasi - valid - sounding argument , it looks like the FAA might take this one : according to theNew York Times , Judge Harrt T.
